There are seven villages in the vicinity of the ecovillage, with a total population of about 12,000 people. In Cambodia's education system, education is provided free of charge up to high school, and more than 95% of students go on to higher education unless they have to work due to family circumstances. There are two high schools in the area where the association operates, and we visited one of them, Khmer Technical High School, and exchanged opinions with the principal, vice principal, teachers, and students about cooperation with high schools, such as environmental learning and cultural exchange. Khmer Technical High School has an enrollment of about 750 students and 16 teachers to provide higher education. However, even if there are library facilities, there are not enough books in time, and although it is understood that ICT education is necessary, unfortunately, there are many problems, such as the lack of computer Mr./Ms. equipment. I keenly felt that the future of the region depends on the activities of this school and other schools in various places, and that collaboration with Japan is important. First of all, in order to nurture the environment together, we decided to promote greening activities around the school through tree planting.

We discussed this year's activities with members of the Authority's Regional Development Division. With the cooperation of farmers, a Mr./Ms.variety of topics were discussed, such as weed management during the rainy season, water supply management during the dry season, holding a study session on the environment with local residents in October in the latter half of the rainy season, and training on environmental agriculture (organic farming) techniques to improve the agricultural skills of each farmer.

From April 7th ~ 9th, we planted trees together with 21 students from the University of Phnom Penh. The University of Phnom Penh conducts mutual student exchange programs in cooperation with universities in Japan. As part of this effort, the association provided transportation from Phnom Penh to the site, accommodation, exchanges with local elementary and junior high schools, tree-planting activities, and jointly carried out tree-planting activities. I was able to meet the smiles of many people, including local people and people from participating universities. In a few years, the trees you plant will grow bigger. We hope that the participating students will continue to interact with the local community.

The Spring 2024 UNESC Technical Conference was held at the Simreap Sofitel Hotel. It has been three months since the last meeting, so there has not been much progress in the project, but important matters such as future business policies were discussed. Initiatives taken up by the association, such as tourism development, disaster prevention measures, and regional development, were also expected to be part of this effort.

The ICC-PV Autumn Conference, a UNESCO-sponsored technical conference held annually in spring and autumn, was held at the Sofitel Hotel in Sim Reap on December 11, three months late. The association will also be invited as an international NGO to participate online. Reports on projects and activities were made by each local organization, and the details of future cooperation projects were presented. He introduced that Japan's embassy or R-related organizations are cooperating in providing support, and that the activities of the association are being conducted.

We received a consultation from a researcher at Waseda University's Graduate School of Asia-Pacific Studies on local cultures regarding on-site visits and interviews, and connected them to the Authority, an agency of the Ministry of Culture and Arts, to arrange for interviews to be held in December~January. We were able to arrange for the researchers to observe the activities of the association and to plant trees at the site.

NAPV has planned to renovate the flower garden that PVAJ maintained in the past while preserving the old trees, and it is now being developed into a flower garden park. We have confirmed the results of past tree planting activities conducted by PVAJ. It is growing beautifully. Compared to Japan, its growth is rapid. Some of the trees have already grown taller. Additionally, during the construction of the agricultural pond in 2020-2021, the trees planted around the pond have grown and formed the landscape around the pond. PVAJ's 2023 General Assembly Meeting was held at the Ochanomizu office. The meeting was established with the attendance of 16 out of 22 regular members (73%). The 2022 activity report and financial report were approved, and the 2023 plan was reported.

In Cambodia, it is mandatory to report the income and expenditure of activities through e-tax every month. Then, in March, PVAJ will pay taxes for the period from January to December.
Since our organization is an NGO, we receive tax exemptions for non-profitable activities. Currently, we do not engage in any profitable business, as all of our projects are subsidized by Japanese companies and the government. Therefore, it is exempt from tax. As a corporation, it is important for us to regularly exchange opinions with the tax office, and we are kindly asked to learn about taxation in Cambodia.

The event was held by the International Coordinating Committee for Preah Vihear (ICC-PV) sponsored by UNESCO, with NAPV (National Authority for Preah Vihear, Ministry culture and fine arts Cambodia) serving as the secretariat. I visited Preah Vihear temple. Over the past four years, we had expected that temple restoration projects in each country would be delayed and the number of visitors would decrease due to the impact of Covid-19, but the situation there has changed significantly.
(1) Entrance fee and summit truck fee
The entrance fee to Preah Vihear World Heritage Site was 10$, the same as before. And the round-trip fee for a pickup truck to drive into the World Heritage Site, where access to general vehicles is restricted, remains unchanged at $25.

(2) Gopura5 Stair Repair
As part of the U.S. Embassy's Preah Vihear temple restoration project, a project to restore the stairs leading to Gopura 5, which faces the Thai border, was being carried out.
A stone quarry for the steps has been set up on site, and a booth has been set up to explain the project, with information on the history of the temple and restoration methods posted.

(3) Preah Vihear Temple
I visited the approach to Preah Vihear temple. It is said to have been built by the Khmer people at the end of the 9th century and expanded in the 11th century.The approach is approximately 800 meters long and is located at the top of a cliff 625 meters above sea level in the Danglek Mountains. There is a 120m elevation difference between Gopura 5 (northern side, near the Thai border) and Gopura 1, making it a fairly steep climb. Although it is inside a World Heritage Site, there is a principal image of Buddha in the precincts behind Gopura 1, and there is a monk there, who took this opportunity to read a sutra.

(1) Situation around Agricultural Pond
Although early February is the second half of the dry season, there is still water in the pond at a depth of about 1 meter, allowing for sufficient water supply during the dry season. Two lifeguards continue to be stationed at the surveillance house to manage the facility.

(2) Growth of trees around the pond
Trees from the 2020-2021 tree planting project were growing smoothly. The large tree is already over 2m tall. In a few years (3 to 5 years), we can expect the tree to grow to the point where it will provide shade around the pond.
On the other hand, the area south of the pond and close to the river is a somewhat wetland area, probably due to flooding during the rainy season, and the growth of trees seems to be slow.

We discussed with residents regarding ecovillage tree planting in 2023.
From 11 a.m. on February 10th, we had meeting with 15 villagers, including the village chief, about past agricultural projects and plans for this year's tree-planting project at the Eco-Village.
(1) Past agricultural water supply projects
All farmers reported that they were very satisfied with the harvest achieved through dry season farming. In the past, there was no harvest during the dry season and people had to work abroad to make a living, but with the introduction of agricultural water supply projects, it has become possible to produce vegetables during the dry season, which can be sold not only for home consumption but also individually to residents within the ecovillage. It has also been reported that it is now possible. In addition, it has been reported that the water supply is not only used for agricultural production, but can also be used for domestic purposes (washing, watering garden trees, etc.), leading to an improvement in the living environment. However, there were some issues, as the water pressure decreased at the end of the water supply, making it impossible to secure enough water, and it took time to obtain the required amount of water, so improvements were proposed.
(2) Tree-planting activities In past tree-planting efforts, there were reports that trees had dried up due to lack of water during the dry season, and some small seedlings in particular were unable to take root. It was proposed that there be a need to secure as many large and healthy seedlings as possible, and that the authority should support the nursery project and plant high-quality seedlings from among them.
In this year's tree-planting project, the tree-planting area will be weeded and leveled, and seedlings will be secured during the period until June, and eco-village tree planting will be carried out in time for Cambodia's national tree-planting festival in July. It was suggested that.

Our proposed project has passed the first screening for the 2023 Resona Environmental Grant sponsored by the Resona Foundation for Asia and Oceania.The Resona Asia-Oceania Foundation supports SDGs projects that aim to strengthen cooperation between Japan and the Asia-Oceania region. Our association applied for support (three-year plan) for environmental activities (tree planting activities) in the eco-village, passed the first screening, and proceeded to the second screening. One of our members visited the site from September 3rd to 8th, 2022.
Entry into Cambodia is now almost back to the situation before the outbreak of the infectious disease (COVID-19), issuance of arrival visas at the airport, online visa issuance has started, and we have three or more vaccination certificates With that, we were able to travel unconditionally.

(1) Planting
Eight types (tomato, water spinach, Brussels sprouts, pepper, cabbage, eggplant, rape blossoms, mustard greens) were selected from each farmer's request for planting, and F1 species were secured, and the test was conducted from March. For trial cultivation, the procedure is to clear the farmland, determine the planting range, maintain an insect repellent net, and plant seeds. After that, water management and fertilization were carried out. Some test farmers replanted seeds in May due to insect feeding damage (3 farms). The five farmers have been cultivated smoothly, and in mid-May, they shipped and achieved good sales results in consultation with neighboring markets.

Water resources and water supply facilities in the dry season have been improved, and it has become possible to grow agricultural products even in the dry season. Volunteer farmers started a water utilization organization, conducted cultivation tests, and started discussions so that they could pave the way for income.

We held a technology transfer seminar centered on people who are engaged in agriculture in ecovillages, with the goal of creating soil with an emphasis on the environment and community development. The lecturers are Mr. Oga of Thai Harmony Life Co., Ltd., which is engaged in environmental creation and agriculture centered on organic fertilizers, and Professor Kiyohide Tojo, who is engaged in research on regional development to reduce the environmental load from Japan to Tokyo University of Agriculture and Technology. We asked Professor Takeshi Fujino of Saitama University, who is engaged in research on the theme of soil preparation that preserves the environment and the natural environment. With easy-to-understand explanations from each teacher, participants requested that they practice it immediately, and in the afternoon of the day, soil making and compost making were practiced.

The intake channel to the reservoir was 2m wide and 2.5m deep and was excavated along with the construction of the reservoir, and a water wheel was constructed to take water into the reservoir. A Japanese-style water wheel has been completed in Cambodia. It seems to be the center of tourism. The water wheel has a diameter of 4 m and has 32 boxes of 4 liters, which can pump 128 liters in one rotation. The plan is to pump 384 liters per minute (1 revolution in 20 seconds).

The reservoir construction, which started at the end of August, was completed, and a large-scale agricultural reservoir was completed. Water in the latter half of the rainy season is accumulated in the pond. This water makes it possible to grow abundant crops in the dry season. The water that the villagers of the ecovillage have been waiting for has been obtained. In the future, a solar system that operates a pump and a water storage tank that guides water to each field will be installed, and water will be distributed to each field after waiting for the completion of the distribution pipe. The on-site construction of the N-ren project by the Ministry of Foreign Affairs of the Japanese government has finally begun. The excavation of the pond has started after the ground leveling work in the construction area, which started in mid-August. The villagers of the ecovillage also gathered at the groundbreaking ceremony to celebrate the successful completion of the construction, as the long-awaited availability of water for dry season agriculture was imminent.

We prepared all the acceptance conditions on the Cambodian side such as PCR test, negative certificate of infectious disease, insurance coverage while on-site, bank deposit ($ 2,000) on arrival, and headed for Narita → South Korea Incheon → Phnom Penh .. The financial statements for 2019 have been completed. Last year, it was adopted by the Toyota Environmental Activities Grant Program and by the Japanese NGO Cooperative Grant Fund (N-Ren). Toyota business started in January and N-Ren started at the end of February.

〇On February 28, the Preah Vihear Eco Village held an explanation to farmers and exchanged opinions on the projects implemented this year. In 2020, the Japanese NGO Grant Aid project will start securing agricultural water, establish a water management organization, promote dry season agriculture, and support environmental activities from Toyota Corporation (environmental education, tree planting activities, environmental awareness activities) We discussed about the plan. 〇. On February 25, 2020, at the multi-purpose hall in the Embassy of Japan in Phnom Penh, a “Reservoir Construction Project for Strengthening Agriculture in the Preah Vihear Eco-village Area” was signed between Ambassador Masahiro Mikami and our president Mr. Noritada Morita.
At the signing ceremony, the Japanese NGO Grant Aid will also be jointly in charge of World Vision Japan (“Project for Improvement of Maternal and Child Health, Nutrition and Water Sanitation in Preah Vihear Province (1st year)”), Children without borders (“Youth Employment Support Project through Improvement of the Quality of Community Learning Centers (CLC) in Pailin, Cambodia (1st year)”).
The signing ceremony, from the Cambodian side, attended by Parliamentarian Mr.Yala who supported our project, and Secretary General Mr.Puthikar from the Preah Vihear Authority, Deputy Secretary-General Mr.Sambat, Deputy Secretary Mr.Shinat, Mr. Som Cheath, and Mr.Yong Sophack.
The Project period is one year from February 25, 2020 to February 24, 2021. We will construct three agricultural ponds in the eco-village eco-park to support agriculture in the dry season, and aim for production in the dry season next year cooperation with local farmers.

Application for Ministry of Foreign Affairs “Japan NGO Grant Aid” approved
〇 The Ministry of Foreign Affairs' International Cooperation Bureau is promoting a grant aid project to provide the necessary funds for economic and social development projects implemented by Japanese NGOs in developing countries and regions. We proposed an agriculture support project at Preah Vihear Eco Village for the 2019 project, and received its adoption. The proposal is to test the production of agricultural crops by supplying water to the test area of Eco Village during the dry season as a “reservoir construction project to strengthen agriculture in Preah Vihear Ecovillage Area”. Preah Vihear Eco Village has only a few millimeters of rain during the dry season (from November to April of the following year), and the land becomes dry from December, making agricultural production impossible. We communicated with about 50 households of 25ha on a trial basis, supplied water for agriculture from December to February, conducted trial farming, and planned activities to aim for agricultural harvesting. In this project, three reservoirs (40m x 50m x 3m, about 6,000m3 each) will be set up to supply water for three months. In April this year, the project will begin, and in March next year, the project will aim for agricultural harvest in the dry season.

Toyota have received the “Global 500 Award” from the United Nations Environment Program (UNEP). In commemoration of that award, Toyota have been implementing a grant program since 2000 as part of their social contribution activities. The theme of the grant is “biodiversity”, “climate change”, and “manufacturing is human resource development”. Toyota support human resource development to solve environmental issues and practically contribute to project activities that contribute to solving environmental issues. 〇PVAJ was established in April 2009, and 10 years have passed. In commemoration of this, a 10th anniversary conference was held in collaboration with the Japan Travel Writer Association Cambodia Group. We received support from the JICA Global Plaza and the Japan Travel Writer Association.
〇On the day of the event, a large number of participants in the JICA Global Plaza 600 Conference Room.
〇The conference began with greetings from President Morita and Vice President Kotani of the Japan Travel Writer Association. Afterwards, the former President Kato, had a lecture and then by the photographer Koji Okumura made lecture on the “World Heritage Preah Bihia Temple”, and after then commemorative lecture on “Cambodia Civil War and Now” was done by President Morita.

〇 The construction of an additional aquaculture pond has been carried out locally.
〇 Pumpkin flowers bloom in the greenhouse, and the harvest is awaited.

〇 PVAJ Secretary General visited Preah Vihear State Agricultural Department to discuss agricultural support in Eco Village and irrigation facility development project.
〇 Five people attended from the Agriculture Bureau, including the Director in charge of each department.
〇The government thanked the activities of PVAJ, and we will continue to cooperate closely, and we have agreed to continue discussions.
〇It was said that the Agriculture Bureau understands that the water problem (water shortage) in the dry season is particularly large and is considering countermeasures, and aims to establish organic agriculture.
〇The Agriculture Department already has experience in business cooperation such as the establishment of an agricultural cooperative with the support of the grassroots of the Japanese government, and thanks for the support from NGOs as well as the Japanese government.

On January 29, 2019, former Futsal Japan national team captain Wataru Kitahara visited an elementary and junior high school in Eco Village to hold a charity soccer class. On November 1-5, 2018, we strengthened the water supply system for dry season water, which was an issue in tree planting activities at Eco Park. Up to now, water has been supplied only in the vicinity of the water supply tank, but additional tanks have also been repaired and replenished so that water can be replenished over a wide area. Agriculture is now possible! !

From August 21 to 23, 2018, PVAJ conducted a forestation project for FY2018 at Preah Bihia Eco Park, including the participation of members. The 2018 project is also supported by the Central Fundraising Center Project of the National Land Afforestation Promotion Organization. This time, 18 villagers from Eco Village participated in the first planting, and a total of 200 trees were planted at Forest Park 100 and 100 fruit trees at Eco Park, including 3 members from Japan. I hope the greenery of the village will be expanded. The Association was attended by the Secretary-General and Mr. SomCheat and YongSophack from the local Preah Vihear Japan Association NGO.

Exchange between Vietnamese youth and Japanese youth

The activities of PVAJ have been approved by the “Expo 2005 Aichi Japan, Achievement Subsidy Program” from the “Global Industrial and Social Progress Research Institute(GISPRI)”, and recieved a grant. Based on the subsidy, we will start supporting agriculture promotion and self-reliance activities by people in Preah Vihear area. To that end, we launched an ecotourism plan for developing regional leaders.
In the future, we aim to contribute to ecotourism not only in Cambodia but throughout the Mekong Area.

Preah Vihear International Establishment Preparation Office
The chairmanship and vice presidential office were abolished. Chairman Morita became the director, and President Kato became the director in charge of the Preah Vihear International Foundation.
Preah Vihear International is an organization urgently established in response to the UNESCO meeting at the end of last year, and aims to be the center of the Japan Society.
